 | Mary Murtagh President and CEO
Ms. Murtagh joined EAH Housing as Executive Director in 1986. Professionally trained as an architect, Ms. Murtagh specialized in real estate finance and project management prior to joining EAH. Under her direction, EAH has successfully pursued development opportunities creating over 4,000 units throughout California and Hawaii, and increasing units under EAH property management by over 750%.
She has implemented a number of innovative policy changes, including the creation of the first computer learning center in HUDs western region, which has since been expanded to a network of 13 learning centers in EAH developments. Murtaghs leadership has positioned EAH as one of the most respected affordable housing and advocacy organizations in the Western United States.
In 1980, Murtagh served as Development Officer for the Urban Development Action Grant (UDAG) program of the United States Department of Housing and Urban Development. Based in Washington, D.C., Murtagh was responsible for negotiated loans for real estate projects having a combined value of more than $300 million.
Prior to relocating to the Bay Area, Murtagh was Assistant Deputy Administrator of the Community Redevelopment Agency (CRA) of the City of Los Angeles. While at the CRA, she participated in the financing of numerous projects in downtown Los Angeles, including the LA Central Library, business development districts and urban residential.
Murtagh was raised in a university town in New Hampshire, home of Dartmouth College. She graduated cum laude from Wellesley College with a Bachelor of Arts degree, in philosophy and art history and went on to receive a Master of Architecture from Massachusetts Institute of Technology. She subsequently studied investment analysis, tax and real estate finance at the University of California, Los Angeles.
Currently, Mary lives with her husband and her two sons in Berkeley, California. Family is my first priority however, whenever I can steal an evening with my husband I love to listen to live jazz and some good old fashioned rock and roll.
As of January 2006, Mary Murtagh also joined the Board of Directors for Non-Profit Housing Association of Northern California, NPH. Im delighted to be serving on the board of a valuable organization that is dedicated to the cause Im most passionate about, said Murtagh. NPH has been a key player in strengthening the local, regional and statewide affordable housing movement. They have been at the national forefront in developing community acceptance and education strategies and in forging alliances with other groups committed to housing choices and livable communities. The biggest challenge in the next few years will be to work with legislators and supporters to create new permanent streams of financing and to sustain existing funding all the while helping advocates negotiate the increasingly perilous waters of housing policy and planning.

Karen Belanger has over 10 years experience in Human Resources, predominantly in the affordable housing industry. Previously, she was a Fire and Casualty Broker-Agent licensed by the California Department of Insurance and specializing in assisting clients with workers compensation claims management. Her accomplishments during that time include redesigning an employers workers compensation program to cut lost time by 64% and reduce average claim cost by 50% over a 12-month period.
A native of New England, she graduated magna cum laude with a Bachelor of Arts degree in English Literature from Villanova University. In 2001, she was certified as a Professional in Human Resources (PHR). PHR certification requires completion of an experience evaluation and a rigorous examination of comprehensive knowledge in the field of Human Resource Management.
top |  | Alvin Bonnett Senior Vice President, Real Estate
Alvin Bonnett joined EAH Housing in March of 1990, following seventeen years as a housing finance and development consultant. As Senior Vice President, he currently oversees all housing development and finance activities for EAH.
Mr. Bonnett has specialized in the production of affordable housing throughout his business career. His experience extends over numerous properties developed in the western U.S. with financing under federal, state and private funding programs. Since joining EAH, the company has greatly expanded its development and acquisition of affordable housing in northern and central California and Hawaii.
During the two and one-half years prior to joining EAH, Mr. Bonnett provided project and investment underwriting services for the California Equity Fund. CEF, as a subsidiary of the Local Initiatives Support Corporation, provides a tax-credit syndication fund for low-income housing projects built in California. CEF is an affiliate of the National Equity Fund.
From 1973 through 1989, Mr. Bonnett conducted business through a professional consulting corporation to provide housing development services to nonprofit corporations for the production of housing affordable to lower-income families and individuals.
Throughout his business career, Mr. Bonnett has volunteered his services to many housing advocacy groups, civic organizations and to several State and Federal agencies including the California Department of Housing and Community Development and the National Cooperative Bank. He has also served as a legislative advisor on cooperative housing law in California and Hawaii. He has lectured on housing design and finance in the Department of Architecture at the University of California in Berkeley.
Prior to starting business as a housing consultant in 1973, Mr. Bonnett held the position of Western Regional Manager for FCH Services, Inc., the real estate development subsidiary of the Cooperative Housing Foundation. His responsibilities included general management of the regional office and its staff working in housing production and property management in six western states.
From 1967 to 1969, Mr. Bonnett served as an Associate Planner with the Oakland Redevelopment Agency. His work included the planning, coordination and development of subsidized housing proposed for the redevelopment areas of the City of Oakland.
Mr. Bonnett was awarded the Master's Degree in City and Regional Planning in 1967 by the University of California at Berkeley, following the completion of studies in housing and urban renewal. He also holds a Bachelor's Degree in Architecture, graduating with departmental honors and Phi Beta Kappa accreditation from the University of California at Berkeley.
top |  | Kevin R. Carney Vice President, Hawaii
Mr. Carney joined EAH Housing in February 1997, as the first Regional Manager for the Hawaii Office. He is currently responsible for the management of 1,445 rental apartments on the island of Oahu and the expansion of EAH's portfolio throughout the Islands.
Mr. Carney's real estate career began in 1978 with Hawaii Management Company, managing shopping centers and office buildings. In 1980, he joined Kaiser Development Company in Hawaii Kai working for Kaiser and their successors, Bedford Properties and Kemper Real Estate Management Company, for the next 15 years.
As Director of Community Relations and Services, Mr. Carney coordinated Kaiser's public relations in addition to managing a wide variety of real estate including community associations, office buildings, a recreation center, shopping centers, and the Hawaii Kai Marina and its fueling facility.
In 1990, as a Project Manager for Bedford Properties, Mr. Carney managed the design and construction of the Hawaii Kai Towne Center, a promotional shopping center, anchored by Costco and City Mill. He was also responsible for the leasing, management and marketing of Bedford's Hawaii commercial real estate portfolio that included other shopping centers and office buildings on Oahu and the Big Island of Hawaii.
Mr. Carney became the Principal Broker and Senior Property Manager for Kemper Real Estate in 1992. His responsibilities included the leasing, managing and marketing of Kemper's Hawaii commercial real estate portfolio. He also served as Project Manager for all tenant construction and renovation projects.
A Hawaii Real Estate Broker, Mr. Carney was awarded a Master's Degree in Business from Chaminade University of Honolulu in 1979. He has achieved the following real estate industry designations: Certified Leasing Specialist (CLS) from the International Council of Shopping Centers, Certified Manager of Housing (CMH) and Site Based Budgeting Specialist (SBBS) from the National Center of Housing Management, and Real Property Administrator (RPA) from the Building Owner's and Manager's Institute, International.
Mr. Carney is also a Commander in the United States Navy Reserve. As Commanding Officer of Special Operations Command Pacific, Detachment 620, he was recalled to active duty in April 2002 and served until April 2004 as Chief Watch Officer, Special Operations Command Center for Special Operations Command, Pacific.

top | | Michael J. Farrel Vice President, Operations
Mr. Farrel joined EAH Housing in 1987 and has served as Vice President of Operations since 2002. His has also worked at EAH as a Senior Property Supervisor and Assistant Vice President of Operations.
Mr. Farrel has been employed in the real estate industry since 1977. His experience includes positions in the for-profit and not-for-profit sectors to include Real Estate Appraiser and Mortgage Loan Officer.
Mr. Farrel also worked as an Asset Property Manager with Prometheus Development Company, Inc., headquartered in Cupertino, California. Prometheus is one of the largest professional management and development companies in the United States. While employed with Prometheus, Mr. Farrel supervised six large luxury market unit apartment complexes totaling over 1,100 units and thirty employees located in Northern California. He was also employed as a Property Manager by RMCO, Inc., a real estate management firm located in San Jose, California. While with RMCO, Mr. Farrel provided asset management to nine market rate complexes located in San Jose.
Prior to joining EAH, Farrel was the Operations Manager for Ellenberg Capital Corporation located in Santa Cruz, California. He was directly responsible for the administration and operation of twenty-six mobile home parks in eight states.
He has received the credential of Housing Credit Certification Professional from the National Affordable Housing Management Association and National Compliance Professional Executive. He has participated and served as chairperson on several committees for the Association of Housing Management Agents of Northern California and Nevada and been a presenter at their annual conference and trainings. He became a member of the AHMA-NCN Board of Directors in 2003. He served as Vice President and then was elected to President in 2004, and again in 2005.
Mr. Farrel attended the University of Nevada, Las Vegas, where he studied Business Management, and the San Jose City College where he completed real estate marketing and management courses. He holds a California Real Estate Associate License.
top |  | Peggy J. Franklin Chief Operating Officer
Ms. Franklin joined EAH in 1983, and has since become the Senior Vice President of Operations & Acquisitions. In this capacity she is responsible for overseeing the Property Management, Human Resources, and Accounting Departments. She also works closely with the Development Department in conducting feasibility studies for rental acquisitions and new construction.
After working several years in the aerospace industry and as a restaurant entrepreneur for seven years, Ms. Franklin made the decision to pursue a career in real estate. She subsequently became involved in real estate in 1980 when she accepted the position of project manager for a major shopping center developer in Northern California and Nevada. After completion of the 160,000 sq. ft. shopping center, she became the Director of Management, responsible for managing nine large shopping centers.
Ms. Franklin is President of the Association of Housing Management Agents, Northern California and Nevada (AHMA-NCN). This professional organization's purpose is to provide a link between governmental agencies (such as HUD, CHFA, HCD, TCAC) and the management agents for low and moderate-income housing. Ms. Franklin is also a member of the Board of Directors of the National Affordable Housing Management Association (NAHMA) and is a member of the Tax Credit Committee. She is also a participating member of the Education and Training Committee for NAHMA.
In 1998, Ms. Franklin, at the invitation of Assemblyman Tom Torlakson, became a member of the Housing Preservation Working Group convened by the Assembly Committee on Housing and Community Development. She has also served on numerous nonprofit housing boards and industry panels in the San Francisco Bay Area.
Ms. Franklin is a licensed Real Estate Broker, and serves as EAH's Corporate Real Estate Broker.
top |  | Jeff Kohler Vice President, Property Management
Jeff Kohler joined EAH Housing as Vice-President of Property Management in 2000. He supervises the management of EAH's California and Hawaii portfolio of assets-67 residential communities with over 6,500 units of affordable, student, and conventional housing.
During the three years prior to joining EAH, Mr. Kohler was the Vice President of Asset Management for the Sheet Metal Workers' National Pension Fund's $300 million real estate portfolio. As Lead Investment Advisor, his responsibilities included the investment strategy, compliance and management of over 3 million square feet of office, retail, multi-family, industrial, hotel and land assets located throughout the Unites States.
Mr. Kohler began his real estate career in 1986 as a residential leasing agent, and ultimately served as Vice President for two private real estate developers. In this capacity he oversaw the acquisition, leasing, management and disposition of 4,500 multi-family units, 3 million square feet of office and retail, and 735,000 square feet of industrial assets located in Texas and Colorado.
Mr. Kohler is a licensed California Real Estate Broker. He earned IREM's Certified Property Manager (CPM) designation in 2001, and has taught property management as an IREM faculty member since 2004.
top |  | Benny Kwong Senior Project Manager
Professionally trained as an architect, Mr. Kwong has worked in the field of affordable housing for over 11 years.Mr. Kwong has developed over nine projects totaling over 437 units of housing in the Bay Area. He is experienced in rehabilitation, planned units developments, for-sale transactions, tax credit and tax-exempt bonds, and HUD financing. Mr. Kwong has led the subdivision and entitlement process of the 71-unit single-family homes development at a Housing Authority land disposition site in West Oakland. Since joining EAH in June 2003, Mr. Kwong obtained all financing and entitlements; and started construction on the 112-unit affordable housing development at the Dublin Transit Center Site. He also assembled and obtained unit allotments for a four-acre, 80-unit condo development in Morgan Hill. His experience prior to joining EAH includes work in project management for Affordable Housing Associates in Berkeley and Oakland Community Housing, Inc. Mr. Kwong holds a Bachelor of Architecture from California Polytechnic State University of San Luis Obispo. top
|  | Catherine J. Macy Director of Accounting
Ms. Macy joined EAH Housing in 1990. As Director of Accounting, she is responsible for the complete financial data for all EAH managed properties and EAH corporate, and predevelopment and development accounting.
Ms. Macy has over twenty years accounting experience. Prior to joining EAH, she was Assistant Controller for the Federal Savings and Loan Insurance Corporation for Receivership Operations. Among other services, this company took over troubled banking associations.
Ms. Macy was also employed for five years as an accounting supervisor for a savings and loan association with subsidiary companies in areas to include construction, mortgage and real estate. She was responsible for all aspects of accounting for the various companies acquired by the savings and loan.
top |  | Matthew Steinle Vice President, Real Estate
Matthew Steinle joined EAH Housing as the Vice President of Real Estate Development in January 2005. As Vice President, he has a managing role in the organization's housing development activities.
Prior to joining EAH, Steinle served for 18 years as the Housing Development Director at the Housing Authority of the County of Santa Clara. During his tenure, Mr. Steinle oversaw the development of over 2,000 units of housing in 23 separate projects. He coordinated the Housing Authority's issuance of over $250 million in tax-exempt bonds that were leveraged to produce 3,356 units of housing financed by affiliated and unaffiliated organizations. He also implemented the first and only plan in the State of California to provide legal authority within a county's municipalities for publicly sponsored low-income rental housing, as required under Article 34 of the State of California Constitution. This plan later passed through a single ballot initiative at the county level in 1998, as Santa Clara County Measure A. It grants Article 34 authority for all municipalities within the county.
Prior to assuming the role of Housing Development Director for Santa Clara County, Mr. Steinle served as a Housing Finance Officer for four years at the same organization. He also has experience in land use and public policy, with three years experience at the Bay Area Council as a Public Policy Analyst, and two years experience as a Land Use Consultant with Lynn Sedway Associates. Mr. Steinle holds a Master of City and Regional Planning degree from the University of California at Berkeley, and a Bachelor of Arts degree from The George Washington University.
top |  | Lamar Turner Senior Project Manager
Lamar Turner joined the EAH Development Staff in September, 1992 following a twelve year career as a private residential developer.
Mr. Turner graduated with a B.A. degree in Psychology from Samford University in Alabama and a Master of Social Work degree from the University of Louisville in Kentucky. Mr. Turner worked two years as a Clinical Social Worker for a Mental Health Center in Louisville, Kentucky, followed by two years as a Social Worker in the adolescent division of the Child Welfare Department in Denver, Colorado. In the following five years Mr. Turner established and managed a specialty sporting goods store in the Denver area.
While living in Georgia Mr. Turner began a residential construction company building single family homes for first time home buyers. The company diversified as it grew to include remodeling, renovation, custom homes, land development, design service, and real estate brokerage services. He developed numerous starter home subdivisions around the Atlanta area and in 1989 successfully developed an award winning planned townhome community for seniors.
Mr. Turner works on all levels of project development from initial forward planning through local entitlements, competitive applications for funding and financing, loan and partnership closings, construction and marketing. He fully grasps the elements of such diverse financing as Low Income Tax Credits and HUD Section 202 Programs for rental projects. He is also experienced with single-family and multi-family ownership financing.
Mr. Turner is a Senior Development Project Manager for EAH. His expertise and primary focus is in forward planning and project feasibility, identifying and cultivating new project developments throughout California.
