In 2016, they approved Proposition HHH to invest in permanent supportive housing, signaling public recognition that housing and services must be central to any lasting response.  \r\n\r\nAcross housing and services systems, one thing is clear: for many people experiencing homelessness, the primary barrier is not individual choice, but the absence of viable, affordable housing paired with consistent support. While long-term housing solutions can raise questions about cost and responsibility—particularly in more affluent communities—the outcomes tell a different story. Permanent supportive housing reduces strain on emergency systems and creates more stable, cost-effective outcomes for communities as a whole. \r\n\r\nPSH outcomes consistently support this approach: More than 90 percent of tenants in Housing First programs remain stably housed, while reliance on costly emergency services, such as hospitals and institutional care, declines. \r\n\r\nPermanent supportive housing is often delivered through a Housing First approach, grounded in a simple but essential principle: people need stable housing before other quality-of-life changes can take root. Instead of conditioning housing on sobriety, employment, or participation in treatment, housing provides the foundation for stability. Once people are housed permanently, supportive services can address mental health, substance use, employment, and healthcare needs. Research continues to reinforce what practitioners observe every day—housing paired with services works. \r\n\r\nThese outcomes depend on more than housing alone. At EAH Housing, Resident Services programs are central to the success of permanent supportive housing communities and must be sustained over time. Proposition HHH provided critical capital to expand supportive housing across Los Angeles.
