The EAH Housing Real Estate Development Department has an award-winning track record, with half a century of real estate development experience in projects ranging from traditional to complex. Across two states and numerous counties, the EAH team handles the specific needs of each municipality and follows through to ensure that new affordable housing communities are successfully built.
Under the guidance of the Vice President of Real Estate Development, the Directors of Development and Directors of Business Development oversee our Project Managers, Senior Project Managers, and Development Analysts.
Leveraging Public and Private Financing
The EAH real estate development team utilizes a wide variety of federal, state and local financing programs and opportunities for the benefit of the project and its residents. We have decades of experience with a variety of financing instruments and long-standing partnerships and relationships with a multitude of lenders and investors.
EAH prides itself on being a leader in executing complex acquisition/rehabilitation and new construction transactions where HUD, state or local regulations governing an array of financing programs are involved. Most of these developments involve the integration of HUD programs, state and local subsidy loan programs on the debt side, as well as 4% and 9% low income housing tax credits (LIHTC) to provide project equity. Many of these transactions also involve public housing authorities as providers of project-based rental subsidies as well as partnership in the capacity of joint venture developers.

Acquisition and Rehabilitation
EAH Housing is one of the most experienced acquisition-rehabilitation nonprofits in the western United States. Since the beginnings of our Stewardship Program in the early 1990s, EAH has been at the forefront in utilizing a variety of financial products available through federal and local programs to acquire, rehabilitate and preserve thousands of affordable units.
In 1996, EAH was requested by the U.S. Department of Housing and Urban Development (HUD) and a partner to help preserve 499 units of affordable housing in Hawai‘i since many of the affordability covenants were close to expiration. EAH collaborated with resident groups, and under the new Low-Income Housing Preservation and Resident Homeownership Act (LIHPRHA), successfully preserved two large properties in Hawai‘i and five in California, for a total of 1,003 units.
As a mission-driven housing nonprofit, we are in it for the long term and work to prevent the loss of as many affordable units as we can. Every year, in addition to new construction and property management, we complete approximately 2-4 property acquisitions and rehabilitations to prevent displacement of low income households and improve our current assets to preserve them in affordability for perpetuity.
Preservation and Stewardship
Acquiring at-risk affordable housing assets continues to be a high priority for EAH Housing. Given the difficulty of building affordable housing in today’s environment, regional housing needs will be impossible to satisfy if for each new unit of affordable housing developed communities lose the equivalent number of units, or more, due to market rate conversions of income-restricted units.
By constantly honing skills to manage the complexity of transactions involved with acquisitions and rehabilitations, and in weathering several downturns and curve balls in the affordable housing industry, EAH has matured in capability and expertise over the years to offer support to others to maintain their affordable housing assets amidst demanding and volatile construction, policy, and compliance environments.

Building Sustainable Communities
In 2009, EAH Housing launched the Building Sustainable Communities Initiative (BSCI), a company-wide effort to “green” the entire EAH portfolio. To date, many properties have completed energy and water audits and received sustainability upgrades to common areas and unit interiors. Ultimately the goal is to encompass the whole EAH portfolio and continue pursuing green best practices in development and ongoing operations.
Throughout its history, EAH Housing has developed a reputation for high quality design and well-conceived projects. EAH communities have received numerous architectural awards and commendations from legislators on the federal, state and local level. These communities range from rural, low-density complexes in Northern California, to the 32-story Kukui Tower in downtown Honolulu, a high-density urban transit-oriented community.
